Born 1957 in Niel/Belgium.
He studied architecture until 1977 at Nationaal Hoger Instituut Voor Bouwkunst En Stedenbouw, Antwerp; graphic printing 1977-82 at Sint-Lucaspaviljoen, Antwerp; painting and sculpture 1983-85 at the Ecole Nationale Superieure des Arts Decoratifs, Paris and sculpture 1985-88 at the Academy of Arts in Berlin. He lives in Berlin since 1985.
Legrand received numerous grants, including: Cite Internationale des Arts, Paris 1983-85; Senate for Cultural Affairs, Berlin 1988, 1994; Karl Hofer Society, Berlin 1989-91; Kulturfonds Berlin 1993; Kunstfonds Bonn 1997.
